Can a tyre shop sell 2-year-old tyres as new in the UAE?

We found no UAE rule banning 2-year-old new tyres, but shops must not mislead you. What ESMA, the consumer law and past fines say, and how to complain.

Short answer

  • We found no UAE rule that bars a shop from selling an unused 2-year-old tyre.
  • A 2-year-old tyre has about three years left under the five-year limit reported by the RTA and ESMA.
  • The Ministry of Economy fined some tyre shops Dh100,000 in 2012 for selling old tyres as new, DriveArabia reported.
  • Check the date code before fitting and ask for the production year on the invoice.
  • In Dubai, complain to DET Consumer Rights; elsewhere, the Ministry of Economy takes complaints on 800-1222.

A Dubai car fails the RTA technical test once a tyre is more than five years past its manufacture date. Check all four tyres and the spare.

We found no UAE rule that stops a shop selling an unused 2-year-old tyre. What a shop can't do is mislead you about it, and a tyre that reaches five years from manufacture is treated as expired, used or unused. A 2-year-old tyre has about three years of legal life left, so it should cost less than one made this year.

Several retailer pages state a two-year limit on new stock as fact. None we have read cites a UAE regulation for it.

Is there a UAE limit on how old a new tyre can be?

Not one we could source below five years. Here is how the common claims hold up.

Claim Where it comes from Our reading
Tyres expire 5 years after manufacture, used or unused ESMA scheme, reported by Gulf News; RTA statement, Oct 2020 The rule we can source
Shops can't sell tyres over 2 years old Retailer pages with no citation Unconfirmed in the UAE
24 months from manufacture Gulf Times, Jul 2011, on Qatar's rules, worded as a limit on used tyres Not a UAE rule
New tyres should be under 150 days old Gulf News feature, 2018, with no authority named Advice only

ESMA's scheme, as reported, did not set a shelf limit shorter than five years. It did say tyres at five years were to be disposed of, and that stores had to withdraw non-compliant tyres by September 2012. We have read this through press reports, not the regulation itself, so check with the shop's licensing authority if a dispute turns on the exact wording.

Why does a tyre's age at sale matter?

The clock starts at the factory. Time in a warehouse or on a shop rack comes off the life you get. Our guide to the 5-year rule explains the limit, and is a 4-year-old tyre legal? shows how it plays out against your test date.

Age when fitted Legal life left Share of the 5 years left
6 months About 4.5 years 90%
1 year About 4 years 80%
2 years About 3 years 60%
3 years About 2 years 40%
4 years About 1 year 20%

If you drive few kilometres, a 2-year-old tyre could reach its age limit with plenty of tread left. If you drive a lot, you may wear it out first, and the age matters less.

When does selling old tyres cross the line?

Three situations stand out from the sources we read.

Selling tyres past five years. ESMA's scheme, as reported, said tyres reaching five years were to be disposed of, whether used or not. We would treat an expired tyre sold as new as a serious problem. It would also fail the RTA test the next time you take it.

Misleading you about what you are buying. In September 2012, DriveArabia reported, citing Al Ittihad and Emirates247, that the Ministry of Economy had fined some tyre shops Dh100,000 under consumer protection law. The report said dealers had allegedly replaced new tyre casings with older ones, some imported more than a year earlier. It named no shops, and the case is old, so read it as background rather than a current ruling.

Ignoring storage and labelling rules. ESMA's rules, as reported by Gulf News, call for air-conditioned warehouses at 25°C or below and no direct sun, and require tyres to show their date of manufacture. A separate Gulf News piece said many shops were flouting the storage rules. We have seen no recent figures on this.

What does UAE consumer law say?

The law in force is Federal Law No. 15 of 2020, amended by Federal Decree-Law No. 5 of 2023, with regulations in Cabinet Decision No. 66 of 2023. This is how law firm Pinsent Masons and Gulf News summarised it:

Topic What is reported Source
Misleading descriptions A description is deceptive if it creates a false or misleading impression Pinsent Masons, Oct 2023
Online sellers Must state a product's nature and specifications Pinsent Masons, Oct 2023
Defective goods Consumers can demand a replacement or a refund, within set timeframes Pinsent Masons, Oct 2023
Failing to repair, return or refund after a defect Dh250,000 fine for the business Gulf News, Jan 2024
Failing to meet standard specifications and safety rules Dh200,000 fine for the business Gulf News, Jan 2024

We found no published decision applying these provisions to tyre age. An old tyre is not automatically a defective one, so how a complaint would be treated depends on the facts. That is why it helps to have what the shop told you in writing.

How can I avoid buying old stock?

  • Ask before you agree a price. Ask for the production year of the exact tyres you will get, not the model in general.
  • Read the sidewall before fitting. The last four digits of the DOT code give the week and year. Our date code guide shows you how, and the code may be on the inner side only.
  • Check every tyre. A set can mix batches.
  • Get it on the invoice. Ask for the production year or date code to be written down.
  • Look hard at deals. Gulf News reported in 2018 on a driver who bought a buy-one-get-one-free set that later failed the RTA test.
  • Be careful when stranded. The same report described a driver sold expired tyres at a garage after a flat tyre. If you can, fit a spare and shop later.

Know your factory size before you start. Our tyre sizes by car pages list the sizes we could source.

Is older stock ever a fair deal?

Yes, if the date is disclosed and the discount matches the life you lose. Sellers often list the production year and price each year differently. On 23 October 2026 one UAE retailer listed the same tyre at Dh519.47 for 2025 stock and Dh597.71 for 2026 stock, as our tyre prices guide recorded.

Here is a rough comparison. It assumes the 2026 tyre has five years left and the 2025 tyre has four, although the true figures depend on the week of manufacture.

Stock Price Approx. legal life left Cost per legal year
2025 Dh519.47 4 years About Dh130
2026 Dh597.71 5 years About Dh120

The older tyre costs less on the day, while the newer one costs less per year if you would use the full time. If you will wear the tyre out in three years, age matters less and the lower price wins. This is arithmetic on one dated listing, not advice to buy either tyre.

What can I do if I have already fitted old tyres?

  1. Photograph the date codes on each tyre, alongside your invoice.
  2. Go back to the shop first. Gulf News advises raising the issue with the business and asking for a manager. Be ready to accept a reasonable fix such as an exchange.
  3. File a complaint. Keep it factual: what you were told, what you received and what you want.
Where Who it covers Contact Reported timing
DET Consumer Rights (Dubai) Businesses licensed by DET 600 545 555; consumerrights.gov.ae Generally 4 to 10 working days
Ministry of Economy Receives consumer complaints and processes them with competent authorities 800-1222; online portal Not stated

DET asks for a valid invoice, as a rule, plus proof of what was promised and what you received. A complaint does not assure you of a refund. Gulf News's 2018 report described a driver who, at the time of writing, had received no exchange or refund.

If your tyres are near five years, don't wait for the outcome before replacing them. The Dh500 fine and black points apply to the driver on the road.

What to check before you act

  • Read the date code on the actual tyres, before they are fitted.
  • Work out the legal life left, using the age checker on this page.
  • Compare price per legal year if two production years are on offer.
  • Keep the invoice, and ask for the production year on it.
  • If the date doesn't match what you were told, raise it with the shop the same day.
  • Rules can change. We checked these sources on 3 November 2026.

Questions people ask

Is it illegal to sell a 2-year-old tyre in the UAE?

We found no UAE rule against it. The limit we can source is five years from manufacture, under the RTA's 2020 statement and ESMA's scheme as reported. The 24-month rule often quoted comes from a 2011 report about Qatar.

Can a shop call a 2-year-old tyre new?

An unused tyre may fairly be called unused, but a shop must not mislead you about what you are buying. UAE consumer law treats a misleading description as deceptive. Ask for the production year in writing and read it on the tyre.

How old can a new tyre be when I buy it?

We found no UAE maximum age for unused stock below five years. A 2018 Gulf News article suggested under 150 days, but named no authority for the figure, so treat it as advice rather than a rule.

Can I return tyres because they are old?

There is no set right we could find just for age. Your case is stronger if the shop told you the tyres were recent, or if the invoice says something different from the sidewall. Raise it with the shop, then file a consumer complaint.

Where do I complain about a tyre shop in the UAE?

For a business licensed by Dubai's Department of Economy and Tourism, use DET Consumer Rights on 600 545 555 or consumerrights.gov.ae. The Ministry of Economy's consumer line is 800-1222. Keep your invoice and photos of the date code.
